Though the Pact was only partially satisfactory, it was better than nothing and the Viceroy, Lord Irwin, fully supported the Indian case in this matter. The Pact provided for an 'Agent' of the Indian Government who would reside in South Africa and Mr. Sastri was sent out from India as the first 'Agent.' In the international sphere the step taken by England in breaking off relations with Russia in 1927, was to have repercussions in India. Since then the activities of the Communist Party in India increased considerably. This was helped by the weakening of the Nationalist forces in the country and the growth of labour unrest in 1927 and 1928.
